The government would work in transit from various locations till the Mantralaya is renovated. Chavan and his council will operate from the Vidhan Bhavan and the annexe building of Mantralaya, once it’s declared safe. State departments will function largely from south Mumbai.

“Our priority is to set up offices in alternate space to ensure that work starts soon,” said Chavan. “In Mantralaya, we work on files. In this accident, we have lost many of them. Retrieval will take long.” He, however, said the monsoon session will start on schedule on July 9. But the shift from the monolith headquarters to disparate makeshift offices will take its toll on governance, say officials.
