Former Mumbai collector Pradeep Vyas did not submit the report regarding the title of the land despite several reminders from the revenue department, a senior government officer told the Adarsh inquiry commission on Monday.

Deposing before the two-member commission, Ramakant Asmar, the then joint secretary of the revenue and forest department, said the collector did not give reply for three years.
“I had addressed two letters to the collector to submit his report in the matter. However, even then he did not reply,” said Asmar.
He also agreed that an explanation could be sought from the collector for his failure to respond to any correspondence from the revenue department. “But in this case, it was not done,” said Asmar.
The explanation was sought because of apprehensions raised by Saurav Ray, the then defence estate officer, in his letter dated June 16, 2003, over the security implications of Adarsh.
Vyas’s wife, Seema, is a member of the controversial building’s society and owns a flat there.
