The accused, Imran Baitullah Khan, 19, was speeding and driving rashly, he was not carrying a drivers’ licence and the registration number at the back of the vehicle was faded beyond recognition.

These flout the norms set down under the Motor Vehicles Act (MVA).

Sanjay Shintre, deputy commissioner of police, said the accident took place because the driver of the van, which is contracted to the traffic police, was driving rashly.

After witnesses told the Hindustan Times that the vehicle did not have a registration plate at the back, this reporter checked the van and discovered that a large part of the registration number painted at the back had faded completely.

Khan and traffic constable Arun Shankar Kadam, 42, who was sitting next to him when the accident took place, have been booked under section 134 of the MVA that deals with providing medical attention to the accident victim.

The police are also checking the driver’s age records. If he is not 18 years old, he can face further action.
