NEW DELHI: Congress MP KVP Ramchandra Rao moved a breach of privilege notice on Tuesday against minister of state for parliamentary affairs Mukhtar Abbas Naqvi for allegedly letting BJP MPs storm the Well and stall the proceedings in the House.

Speaking in Rajya Sabha during Zero Hour, Rao said he had given the notice against Naqvi under relevant rules.
Deputy Chairman PJ Kurien said Rao’s notice would be examined by the Rajya Sabha chairman who would convey the decision on it.
Rao is piloting a private member’s bill for implementation of a special package for Andhra Pradesh. The Bill, which was to be moved by Rao on July 22 during Private Member Business, could not be taken up on that day as the House was adjourned due to ruckus over Aam Aadmi Party (AAP) MP Bhagwant Mann’s controversial video, which the BJP said had compromised the security of the Parliament.
Deputy leader of Congress in Upper House Anand Sharma said on Monday that “grave injustice” was done when the ruling party and its cabinet ministers disrupted the House on Friday as a result of which the private member bill could not taken up.
