The PIL filed by NGO Chhaya Sarkar through senior advocate MP Gupta alleged that the chief minister, being chairman of the State Disaster Management Authority, had committed an offence under section 53 of the Disaster Management Act, 2005 by not using the relief funds.

The PIL also sought constitution of a high-level committee to inquire into the details of funds received under the CM's Relief Fund for Kosi flood victims from domestic and international organisations and whether they were properly utilised.

The petition is yet to come up for hearing.
