A student seeking any such document would now have to first get a clearance from the office of the proctor.

The new system, aimed at checking acts of indiscipline on the campuses and the university office, was introduced by the order of vice-chancellor Shambhu Nath Singh. It has already been circulated to colleges, post-graduate (PG) departments and institutes.

The office of PU proctor has also begun the exercise to keep its records, including FIRs and punishments awarded by disciplinary committees, ready with a view to disposing of students' applications seeking such certificates quickly.

Explaining the reason behind the new order, proctor Kriteshwar Prasad said issuance of CLC, DLC or character certificate to any student meant overall certification of his conduct by the university, but there were instances that despite cases of unlawful actions or criminal charges pending against them, some students easily got character certificates from the institutions concerned under the old system that did not require any approval from the university.

The new arrangement will also help in detecting habitual offenders, as the proctorfs office will keep records of all acts of hooliganism, indiscipline or unlawful activities reported from colleges and other institutions,h he said.

However, Patna Womenfs College (PWC) on Tuesday sent a letter to the PU informing that there was no case of indiscipline against any of its student and the college may be allowed to issue CLC/character certificate on its own.

Prasad said, as the PWC has taken the onus of its studentsf character in writing, the university would give a clean chit to the college to issue such documents.

Appreciating the doublecheck system, also applicable to those applying for transfer certificate (TC) in the middle of the session to join other institutions, principal of Patna Law College Rakesh Verma said fresh modalities were being formulated to ensure that there was no delay on part of the institutions as well as the university in issuance of CLC/DLC/TC or character certificate.
