With the November 30 deadline for all universities to submit their 2013-14 budget as per ‘projected’ rationalisation of posts, all eyes are now set on the crucial meeting of chancellor of universities with the VCs also scheduled on October 30.
The universities are finding the rationalisation move ‘impractical’, given the acute shortage of teachers, significant increase in intake and continuance of intermediate studies in degree colleges.
“Implementing this would damage the fabric of higher education. If government does not want to allow recruitment in universities despite court orders, that’s a different issue. But it should not use rationalisation as an excuse, as the move will cripple even good institutions,” said the VCs.
The VC of BN Mandal University, Madhepura, Arun Kumar, who also holds charge of Magadh University, said, “Teachers’ bodies are already threatening agitation. The government is also not able to delink intermediate education despite several deadlines. If we try to force rationalisation, there will be unnecessary turmoil.”
Lalit Narain Mithila University, Darbhanga VC SP Singh said many departments would be virtually deprived of teachers after rationalisation. “Since 2007, when the process started, there has been more than two fold increase in intake. How can universities prepare a budget on assumption? However, we have formed a committee to look into the practical problems,” he said.
The VC of BRA Bihar University, Muzaffarpur, BImal Kumar, holding additional charge of TM Bhagalpur University, said the move to abolish posts sanctioned in the 1970s could prove determintal. “How can the requirement of higher education go down when the intake has gone up 5-6 times since 1976, when the Bihar state universities Act came into force? The number of students clearing plus two has almost trebled in the last five years. Instead of increasing teh sanctioned strength, there is move to decrease it,” he added.

{{/usCountry}}The acting VC of Veer Kuer Singh University, Ara, Kumaresh Prasad said: “Who will then teach? In affiliated colleges, government has no problems in creating posts, but in case of constituent colleges it develops cold feet. It also has no deadline for itself as to when it will actually delink intermediate,” Prasad said.
In view of the large number of transfers and retirement of teachers in the last five years, rationalisation on the basis of 2007 figures was not realistic, felt the VCs.
“We will apprise the chancellor of the ground realities and seek his guidelines. Abolishing posts could also have serious impact on the UGC schemes,” they said.
