Based upon road fatalities pattern, a total of 24 accident-prone areas are identified, which includes three black spots in the report of the road safety analysis and identification of accident-prone areas of the Panchkula municipal corporation (MC).
The three black spots are Majri chowk intersection, Aggarsen intersection, Sector 16/9, and Morni T-point intersection (NH-73). Out of the 24 vulnerable spots for accidents, 13 are on national highway and 11 in the MC limits.
As per the report, 30 people died in road accidents in 2017, 70 sustained serious injuries while 27 got minor injuries. In 2016, 40 died, 69 were seriously injured and 26 received minor injuries.
The report, prepared by road safety adviser Navdeep Asija, states that 85% of the total accident deaths in 2016 occurred in Chandimandir and Sector 5 police station area, but this came down to 48% in 2017.

{{/usCountry}}MC commissioner-cum-administrator Rajesh Jogpal said the data on road accidents for the last two years was put to scientific analysis and counter measures were planned.
According to the report, overall national highways and municipal roads in the district lack safe infrastructure for pedestrian and cyclists, including adequate crossings at intersections. Based on these findings, non-motorised traffic inclusive network is being taken up by the municipal corporation.
Jogpal said in this corridor, pedestrian paths and cycle tracks, roundabouts with geometric corrections will be constructed. “This report will be sent to the National Highway Authority of India (NHAI) to review the needs regarding safety issues on national highways,” said Jogpal.
57% deaths on NH in 2017
The MC roads in Panchkula have a total length of 335 km. Core roads account for 115 km , out of which 17.2 km under NH recorded 17 deaths, which accounts for 57%, says the report.
The report mentions 2017 witnessed decline in accident fatalities, except for June and December.
It states that February, June, August, November and December are critical months for road accident fatalities in Panchkula.
‘P’kula not part of vision zero project’
According to the MC officials, Panchkula district was not included in ‘vision zero project of Haryana government’ and the civic body started the process on its own initiative.
As per the information, vision zero is a project that started in Sweden to ensure zero deaths by better engineering and enforcement of traffic laws.
In Haryana, this project was implemented last year and 10 districts— Ambala, Kurukshetra, Karnal, Panipat, Sonipat, Gurugram, Jhajjar, Hisar, Rohtak and Rewari — were placed in it.
In these districts, the government appointed one road safety associate for analysing safety aspects and accidents. Jogpal said they have taken the matter with the senior officials.
“As the municipal corporation was keen on zero vision for Panchkula, we appointed Navdeep Asija, who has prepared the report in just six months. With this our city has become the first in the state to complete the road safety analysis,” said Jogpal.
