70% residents object to Chandigarh parking policy draft

With January 15 being the last day for filing the objection for the draft of parking policy of UT administration, around 80 residents filed their objections with more than 50 people terming it as not practical. The suggestions add that UT should strengthen its public transport system.

On November 23 last year, with a move to decongest the traffic in city, the department of urban planning finalised the draft parking policy and invited objections from the public up to January 15. Now, the high powered committee of UT will take its decision.

The residents have suggested that more multilevel parkings should come up even in residential areas.

What the draft says?

Most of the residents objected to the condition that buying cars worth Rs 10 lakh and above will invite 50% of its price as road tax. Also, if you buy a second car, irrespective of the price, one will have to pay 50% of its price. The existing policy charges 6% as road tax for vehicles costing up to Rs 20 lakh and 8% for vehicles above Rs 20 lakh.

As per the draft policy, UT administration has proposed to introduce the concept of congestion pricing in Sectors 17, 22 and 35, high-density commercial markets along V1, V2, V3 and V4 roads and both the phases of Industrial Area. Congestion pricing is putting surcharge on uses of public goods that are subject to excess demand such as use of heavy transport system.

Also, for allowing residents to accommodate more cars, the administration has asked the residents to remove walls of marla houses. According to the policy, residents will be allowed to use spaces in commercial and institutional parking lots at night on a rental basis to be managed by registered residents’ welfare associations (RWAs).

Objections: Levy on cars is heavy

The multinational companies objected to condition of having a separate bus for the company, which is having more than 50 employees. They said, “We are already giving travel allowance to our employees and even the service of cab for women employees.” They have requested to change this condition.
