Vigilance filed the chargesheet against the 1991-batch IAS officer of Punjab cadre and two others — Panchkula-based Avtar Singh, who is a stakeholder with him in a hotel in Zirakpur, and Chamkaur Sahib’s Makhan Singh, who allegedly helped him in procuring fake property sale-purchase documents to turn black money into white.

The case is likely to come up for hearing on March 14.

As per the vigilance, the accused officer’s expenditure and investment totalled 9.7 crore in 10 years against an income of 4.13 crore from known sources.

Currently in judicial custody, Mandeep remained state’s secretary, forests and wildlife; was also state transport director; and commissioner of gurdwara elections, Punjab, before he retired on May 31, 2015. The case was registered against him in August 2015.

Investigations revealed that Mandeep himself does not own any property and all are in the name of his wife or son.
