Four months after the launch of the Chandigarh Housing Board’s Tatkal Scheme, chief executive officer SB Deepak Kumar, who had earlier raised objections over the service, has been blamed for not signing the files related to transfer of dwellings. On the other hand, of all the files directly signed by board chairman Maninder Singh over 200 have already been processed, generating the revenue of over `80 lakh to the board.
The governing board in its meeting on September 2 last year had already censured the CEO for not approving the Tatkal Scheme file, which has caused revenue loss to the exchequer. The scheme was approved in September. Even at that time, Kumar had strongly opposed it saying it would bring in more litigations, and had lodged a complaint with UT adviser Vijay Kumar Dev.
As per the norm, the files under the Tatkal Scheme are first sent to the board secretary for approval and then to the CEO. When contacted, board chairman Maninder Singh said, “The scheme has been a huge success, and to date, over 200 files have been processed. ”Asking why the board CEO was not signing the files, he said, “I am signing it directly.” Even after repeated attempts, Kumar was not available for comments.

{{/usCountry}}On September 2, the CHB had approved the tatkal service regarding the transfer of dwellings. To transfer a dwelling unit, an applicant needs to apply under the service with duly completed documents as per the checklist given in the citizens’ charter. An amount of Rs 50,000, in addition to all other applicable fee/charges, is charged from the applicant. And the board will transfer the said unit within a period of five working days, including the day the application submits the apllication.
