Disband post of halqa in-charge: Bir Devinder

Former deputy speaker of Punjab Vidhan Sabha, Bir Devinder Singh, has asked the Punjab government to disband the superfluous authority of the so-called halqa in-charges forthwith.

Former deputy speaker of Punjab Vidhan Sabha, Bir Devinder Singh, has asked the Punjab government to disband the superfluous authority of the so-called halqa in-charges forthwith.

Bir Devinder said that chief minister of Punjab Parkash Singh Badal must immediately rein in the so-called halqa in-charges (constituency-in-charge), a superfluous category.

They should be told in unequivocal terms, not to interfere in the working of government officials engaged in the lawful discharge of their duties.

The superfluous designation created by the Akali Dal in Punjab is proving as an embarrassing impediment in governance, besides hugely contributing to the anti-incumbency factor against the government, he said.

Their undue interference in the system of governance is not only creating problems for the officials it is also a major cause of corruption at the lower level.

Some lower level functionaries at the sub divisional level are allegedly coerced by these so-called halqa in charges to pay them hefty money monthly as sustenance charges. In case of non-payment, officials are threatened with dire consequences, he alleged.
