Punjab Pardesh Congress spokesperson Sukhpal Singh Khaira on Monday alleged that it was sheer money power of the Janata Land Promoters Limited (JLPL) that got Kulwant Singh SAD ticket from the Fatehgarh Sahib constituency.
He said in 2006, Parkash Singh Badal had demanded a CBI probe against Kulwant Singh MD, Janta Land Promoters Limited (JLPL) alleging that he was involved in a land scam of 1500 crore. At a press conference here, Khaira said that now Kulwant Singh had become a blue eyed boy of SAD.
This clearly indicated that the Akali Dal had given him a ticket because of being a business tycoon, sidelining a lot of Akali workers who had been working in the constitunecy for the last many years.
Showing the RTI documents, Khaira said that on December 6, 2006, Parkash Singh Badal had submitted a memorandum to then governor urging to hand over 1500 crores land scam by the JLPL to the CBI alleging that the company had violated all rules and norms to develop 120 acres of premium land meant for “public parks” in Sector 91 of Mohali, to illegitimately earn Rs 1500 crore profit.
“The memorandum was annexed with various official reports of the secretary, housing, the chief administrator, PUDA, the chief town planner and the then minister for housing and development, to prove Badal’s allegations of Rs 1500 crore fraud by Kulwant Singh of the JLPL” Khaira added.

{{/usCountry}}He further added that the memorandum also accused Kulwant Singh of destroying the ecological balance by changing the land use of “Patiala ke Rao Choe”, a rivulet running through Sector 91 of Mohali.
He also added that Badal had levelled serious charges against the JLPL for developing Sector 82 as industrial park under the mega projects, flouting all rules and regulations and then demanded the resignation of Capt.
Amarinder Singh as then chief minister for showing favouritism to the JLPL. Badal also demanded a CBI inquiry stating that all other state agencies were under the influence of Capt Amarinder Singh.
