Thakur along with elected representatives of Panchayati Raj Institutions, local farmers and others had blocked vehicular traffic on the highway near Panjhera for over five hours on Thursday to register their protest against what they called the "dilly-dallying approach" of the ruling Congress party state government as well as officials of National Highways Authority of India in speeding up construction and repair work of the road.

Earlier, Thakur had also raised the issue on the floor of the assembly house and also taken it up with the central surface transport minister, urging him to intervene in the matter in the larger interest of the local farming community and tourists visiting the area.

In a complaint lodged with the police, a resident of Kothipura village of Sadar area of Bilaspur, Suresh Kumar, stated he was coming in his car from the Barmana Cement Co factory and as soon as he arrived near Shobhan Majra he noticed the Nalagarh MLA along with Husna Chand, Inder Singh, Bhag Singh Amarjeet Bittu, Baldev, Mohan Lal, Ramesh Tara, Tek Chand and others had blockaded the highway by squatting across the road and putting wooden benches on it.
