The local bodies department has started a three-tier quality control and monitoring mechanism for all the engineering works above Rs 10 lakh as part of the standard of operating procedure (SOP).

To ensure quality engineering works, the government had recently issued a letter to the engineering departments of all urban local bodies of Punjab to send a quarterly progress report of every development work done by the civic bodies.

At the first-tier level, the superintending engineer (SE) of every department concerned will have to examine every development work within three months and have to send a quarterly progress report to the chief engineer.

At the second-tier level, the chief engineer will review the report sent by superintending engineers and if they find something wrong in the reports inspections would be carried out in two parts.

First, the chief engineer will inspect all the records and documents of the work concerned and do physically inspect the measurement and quality of work and material. The chief engineer will have the liberty to collect samples on random basis and get them tested from any of the approved laboratories.

For maintaining a proper link with urban local bodies, chief engineers from now will hold regular meetings with the officers of civic bodies to disseminate information about the latest orders or guidelines from the government for monitoring the works.

The government has also given necessary instructions to all chief engineers to audit every work where contractors have quoted less than 10% amount from the market rates or above to ensure quality of work.
