Parent deptt turns down Bains' plea to extend deputation period

The Sant Longowal Institute of Engineering and Technology (SLIET), Longowal has turned down its associate professor HS Bains' request pertaining to extension in his deputation term with Punjab Technical University (PTU) so as to continue to serve as latter's registrar.

Interestingly, the PTU board of governors (BoG) had extended Bains' term as its registrar for three years during its last meeting without securing permission from his parent department on extending his deputation period. Bains term with the university ends on February 23.

Sources said that the board of management of the SLIET, during its February 16 meeting, decided to turn down Bains' request to extend his deputation period for one year. The decision was finally communicated to the PTU vice chancellor Rajneesh Arora through a fax message yesterday, it is learnt.

The SLIET, a central government educational institute, has taken the decision to recall Bains, a known confidant of the PTU vice chancellor Rajneesh Arora, so as to overcome its staff shortage.

Sources said that Bains is likely to 'resign' from the SLIET so as to join the university as its regular employee. Since Arora is heavily banking upon Bains to run daily affairs of the university and to fight legal battle against his opponents, it is very unlikely for the VC to relieve Bains at this juncture. The Arora-Bains duo came into limelight especially in bureaucratic and political circles in September last year for not implementing the orders of the then BoG Chairman-cum-chief secretary Rakesh Singh's orders pertaining to removal of consultants. One of these consultancy firms -NetIIT, New Delhi- is owned by Parveen Kumar, a friend of the VC Arora.

Bains' “detractors”, however, maintained that the post of registrar was advertised for three years only and the PTU authorities would not be in a position to “defy” the Punjab and Haryana High Court ban on fresh appointments by allowing Bains to join as registrar.
