Soon, Haryana residents can avail 10% rebate in the property tax if they segregated the domestic waste in their houses.
To strengthen the ongoing Swachh Bharat Abhiyan, chief minister Manohar Lal Khattar on Sunday also announced cash rewards to municipalities and panchayats attaining the target of 100% open defecation free villages. In Karnal to chair a function to mark the first anniversary of the Swachh Bharat Abhiyan, Khattar said the municipal councils and committees would get `5 lakh and `10 lakh, respectively for ensuring 100% success in functional toilets.
Similarly, the municipal corporations may claim an incentive of `20 lakh for achieving open defecation free status and hygiene.
The CM also announced a cash reward of `1 lakh each to municipal wards and villages where every household has a functional toilet.
After honouring individuals from different parts of the state for their contribution to the drive, Khattar batted for instituting such awards at block level for mass appeal.
“Collection of house waste in a segregated form is important. Those who adopt the scientific way of waste collection at their doorstep will be given special concession in the property tax,” said Khattar.
The CM said that even as 83% of the population in the state has access to toilets, open defecation was still a challenge.
“The departments of urban local bodies (ULB) and panchayats are working in a planned manner to establish solid and liquid waste management plants. But such initiatives would be accomplished only if the society takes proactive approach. Various private institutes should also own the responsibility to also keep their surroundings and establishments clean,” he said.

He said the Swachh Bharat Abhiyan should not be taken as a token exercise just for photo opportunity but had to be adopted for health reasons.
Lauding the success of three-pond system of liquid waste management implemented in nearly a dozen villages in Karnal district, Khattar emphasised the need to promote such simple techniques.
“People should be invited here for field visit and there is a need to implement similar initiatives at other villages where waste water is treated and use it for various purposes, including revenue generation and bathing the cattle. Such simple solutions have the capacity to change environment of rural areas,” he said.

Khattar asked the top panchayat officials to launch a dedicated website on cleanliness. “The web portal should have success stories with photos and videos of the villages or individuals. Modern tools should be adopted for the promotion of issues like hygiene for mass appeal,” he said.
