The trader alle ged that assistant sub-inspector (ASI) Balwinder Singh, in-charge at the bus stand police post, was hand in glove with the accused and dilly-dallying the matter deliberately. Amit Goyal, owner at Goyal and Company, Model Town, alleged that a con had purchased cement worth Rs one lakh from them. The accused had given a cheque against it, which was bounced from the account. He had filed a complaint on May 13 at the bus stand police post in this context. He alleged that almost two months had been passed, but the police had not taken any action.
