Why is Delhi’s Master Plan only good on paper?

Delhi has been flaming ever since the Supreme Court ordered sealing at various places. The shops were either illegal or the property wasn't meant to be used for commercial purpose. The traders of various association across Delhi have been carrying out protests so that they can halt the sealing process. But what makes everyone a bit wary about the course of action for Delhi's future is the way Delhi's Master Plan is being approached. Ever since 1962, when the first Master Plan was introduced plans were put on paper to deal with Delhi's bustling population but the execution has been shoddy. But will the year 2021 prove to be a major game changer? One can only wonder
