Rahul Gandhi attacks Narendra Modi for PNB scam. But who’s at fault?

The recent PNB scam has brought the Modi government under a lot of pressure by the opposition. The scam till now is worth ₹11,400 crore. The name involved in the scam is Nirav Modi. He was in the delegation that represented India in the World Economic Forum in Davos. Congress President, Rahul Gandhi has slammed the Prime Minister Narendra Modi for not doing anything with regards to the scam. Aam Aadmi Party (AAP) has questioned the government for not doing anything to protect a scam of such magnitude. The BJP government has responded with the fact that this scam took place in the tenure of UPA. But with all this going around, can there be a possible solution to uncover how much was this scam was worth?
