The one-man committee headed by retired Supreme Court judge Justice Shivraj V Patil, which was appointed to look into the lapses in the allocation of 2G-spectrum, submitted its report to the Telecom Ministry today. Patil was appointed to identify problems in the process of granting telecoms licences between 2001 and 2009, after the Comptroller and Auditor General detailed the possible revenue losses due to irregularities in the manner they were given out in 2007. While talking to mediapersons, Patil said that the mandate was to look at the procedure of issuing licenses and the lapses at the procedure of allotment to telecom companies.
