Why can't Article 370 be debated on: BJP

BJP vice president Mukhtar Abbas Naqvi on Tuesday said that Congress should not be bothered by discussion on Article 370 as India is an open democracy and there is always scope for discussions about pros and cons of any issue in an open democracy. He also questioned Farooq Abdullah and Omar Abdullah on non-implementation of Right to Information and Food Security Bill in the state when it's functional in the rest of India. He also added that article 370 cannot be used as a protective sheet over corruption and failure.
