European Union leaders say a summit with Russia has increased trust, but persistent tension over energy supplies remains and issue.

Russian President Dmitry Medvedev's meeting with senior EU officials Friday did not appear to produce any major breakthroughs.

Czech president Vaclav Klaus said the two-day summit improved trust in a relationship severely strained by Russia's war with Georgia and a cutoff of Russian natural gas supplies to Europe in January.

But Medvedev sparred with the EU leaders over energy issues at a news conference. He said only Ukraine was to blame for the supply cutoff and stressed Moscow's opposition to an EU-backed energy trade pact.

Medvedev also expressed concern over an EU partnership program with Russia's western neighbors.
