Among those arrested was Arkaitz Goikoetxea, the alleged leader of the "Vizcaya cell" blamed for the killing of several police officers since the Basque armed guerrillas called off a ceasefire in June, Spanish media reported.

Spain's Interior Ministry declined to confirm the reports.

The arrests follow the explosion of four bombs in popular Cantabrian holiday resorts in southern Spain on Sunday that were claimed by ETA.
