The Obama administration is "strengthening and deepening" its bilateral ties with emerging regional leaders of the world, including India, as part of a comprehensive approach to solve global problems, US Secretary of State Hillary Clinton said on Wednesday.

Appearing before the Senate subcommittee Clinton said none of the great problems facing the world can be solved without the US, but Washington on its own cannot solve any of these problems.

"We are energising our historic alliance in Europe and Asia, strengthening and deepening our bilateral ties with emerging regional leaders like Indonesia, Brazil, Turkey, Mexico and India and establishing more constructive, candid relationship with China and Russia," Clinton said.

In her testimony before the Senate Appropriations Committee Subcommittee on State and Foreign Affairs, she said this comprehensive approach to solving global problems and seizing opportunities is at the heart of 'smart power'.

Clinton said: "By using all the tools of American power - the talent of our people, well-reasoned policies, strategic partnership and strength of our policies - we can make great strides against problems we have faced for generations and also address new threats of 21st century."
