Shocked to know that the Punjab government is carrying on with just 50% strength of college lecturers, that too on the basis of cadre review decades ago in 1980, the Punjab and Haryana high court has summoned the principal secretary (higher education) for explanation.
The division bench comprising chief justice Sanjay Kishan Kaul and justice Ajay Tewari said: “We would have expected the state to look at the matter in an urgent perspective and ensure that in a year or so at least, the existing vacancies are filled, apart from a cadre review as to how many teachers and non-teaching personnel should be there actually, keeping in mind the number of students being taught.”
The court was surprised to go through the reply submitted by the state government, which stated that a four-year plan had been made to recruit teachers. The court said: “The ostensible reason for the same is stated to be the financial constraints. The affidavit covers only the issue of teaching posts and not the nonteaching posts.”
The court also noticed that as per the state government’s reply there are more vacancies of lecturer in government colleges than the lecturers working; and even a substantive number of lecturers working are on part-time basis. The court was hearing a public-interest petition filed by Jagwant Singh of Chandigarh, seeking orders for filling sanctioned 1,925 posts.
