What were your achievements during your five-year term?
Mohinder Kaypee: I have tried to utilise my MPLAD fund in the best possible way. Of the `19 crore I have received, about `16.5 crore have already gone to development works such as dharamshalas, cremation grounds, anganwadi workers, streetlights, roads and drinking water schemes in all nine assembly segments. I have been able to bring the Greenfield Airport, which had been pending for more than two decades since the time of then chief minister Beant Singh. Prime Minister Manmohan Singh has already made a formal announcement in this regard. I have been able to get a project for a world-class railway station. Jalandhar is among the 60 cities identified by the Centre across the country for this project. I also brought the six-lane highway project, worth `527 crore, from the Bidhipur railway junction to Dhilwan on the Jalandhar-Amritsar highway.
What is that you had wished to do as an MP but could not?
I wish I could have brought more flyovers and overbridges to reduce traffic congestion in the city. I wish I could have utilised the MPLAD fund faster so that I could have brought more funds for my constituency.
What did you do when officials of the SAD-BJP government, especially the deputy commissioner, were not quick enough to release the money for various works?
Once an MP sanctions money for a project, it has to be released within 75 days. In case there is a problem, the DC has to inform me within 45 days, but this never happened. During the district vigilance and monitoring committee meetings, all district officials used to give lame excuses when I asked them why the money was not released. Moreover, the district administration scuttled my plans to improve basic amenities in colonies by terming these as unauthorised.
Would you contest again?
Yes, if the party wants me to contest again from Jalandhar, I will surely do.
Why should people re-elect you?
My father and me have always served the people of my constituency. Currently, I’m also a special invitee to the Congress Working Committee. With my experience, I will surely be able to serve my people well.
