The work in transport, revenue, ETO, and administrative offices was affected as people returned empty-handed. The offices wore a deserted look, with most of the doors locked.
In Bathinda, the district administrative complex (DAC) and Bathinda Development Authority (BDA wore a deserted look.
There were fewer visitors to government offices, and those who came expressed resentment. Jai Pal Singh in Bathinda said his residential plot registration could not be done as revenue officials are unavailable.
A city resident Subhash Saini, who was in DAC to enquire about renewing a driving license, alleged, “Even clerical staff is missing from the office.”
Ludhiana also had a similar tale to tell. People were a harried lot as work remained stalled in most of the government offices.
Atul Sharma, a resident of Habowal, who had come to the automated driving test centre in the civil lane, for a learning licence test, said, “I booked an appointment online and but now I will have to follow the entire process again.”
As per the officials, in the RTA department, there is a pendency of around 1,000 driving licences and 2,000 registration certificates (RCs) of vehicles.
Similarly, land registration work also suffered due to the strike. Tehsil officials, seeking anonymity, said around 60 land registrations are done at one tehsil office, and on an average ₹7-8 crore of revenue is generated in a month. There are three main tehsils - Ludhiana West, East, and Central.
Ravinder Singh, a resident of Gujjarwal, said he had come for his compensation cheque after his land was acquired under Delhi-Katra Expressway. “I was supposed to get the cheque today but SDM was not present,” he rued.
In Sangrur, all SDMs, an additional deputy commissioner, and an assistant commissioner along with officials were on leave on Tuesday.
Prabhjot Singh, a resident of Namol village, said, “I had come to Sunam sub-division office to request demarcation of my land. Now, I will have to wait for a few more days.”
