The step is being taken essentially to meet the provisions under the Right to Education (RTE).

The MCD's standing committee approved a proposal to this effect in its meeting earlier this week.

The recruitment of special teachers would cost the civic body an additional Rs 53.70 crore per annum, which would put it into the head of 'plan fund' as provided by the state government, said an official.

As per the RTE provision, the Centre would share 65% of this expenditure while the remaining would be taken care of by the state government.

A Delhi HC order of 2008 makes it mandatory for at least two such teachers in each school along with necessary teaching aids and reading material.

"However, the education department has proposed to create one post of special educator in each primary school and is in the process to place a request to the court for consideration," the official added.
