12 more deptts will undergo evaluation

With questions being raised about keeping crucial ministries out of the Results Framework Document — a performance evaluation system conducted by Cabinet Secretariat under aegis of the PM — a committee has decided to bring 12 more departments under the system.

With questions being raised about keeping crucial ministries out of the Results Framework Document — a performance evaluation system conducted by Cabinet Secretariat under aegis of the PM — a committee has decided to bring 12 more departments under the system.

HT had reported on March 7 how several key ministries such as finance, defence, law, planning commission and the cabinet secretariat were excluded from the evaluation system.

In a meeting held on March 11, three days after the HT report, the committee headed by cabinet secretary KM Chandrasekhar extended RFD from 2011-12 to the plan panel, cabinet secretariat, railways, disinvestments, justice and legal affairs, legislative affairs, space, DRDO, defence production, ex-servicemen welfare and official languages.

Though the committee asked for RFDs for the responsibility centres (autonomous bodies, subordinate and attached offices) under department of financial services, economic affairs, expenditure, revenue and the ministries of external affairs and home affairs, it still keeps these departments outside the purview.

"But any delay on part of departments such as finance affecting the work of other departments should be immediately brought to notice of cabinet secretariat," the cabinet secretary is said to have instructed.
