'All schools will be reimbursed'

Kapil Sibal speaks about the government's recent education Bill on a child's Right to Education.

On reimbursement for private schools
Respective states will reimburse the per-child expenditure according to the Right to Education Bill. That is be the amount the government spends on the schooling of a child in a state-run school.

On paying more to the bigger private schools
All un-aided schools, whether big or small, will be reimbursed to the extent of per-child expenditure incurred by the state or the fees charged by the school, whichever is lesser.

On financial implications for states and the Union government
Both the Central and the state governments will have concurrent responsibility for providing the funds. We will discuss with the states and depending on their requirements we will give them the grants.

On private schools admitting students at the age of 3+ or 4 years
The Bill clearly states that for all unaided schools the 25 per cent reservation will apply at the pre-school level.
