Finance secretary DM Spolia has been shunted out of Delhi in a major bureaucratic shuffle.

Spolia, who has been appointed the Arunachal Pradesh chief secretary, was tipped to succeed chief secretary PK Tripathi, who will retire in December. The Delhi government divisional commissioner, Vijay Dev, will now be a chief electoral officer.

Sources said the shuffle was the handiwork of the Union home ministry which did not take the Delhi government into confidence. The Sheila Dikshit government is unhappy with the move by the ministry and will take up the issue with it, the sources added.

Earlier, too, the ministry transferred officials without consulting the Delhi government, prompting loud protests.
