The incident of the alleged misbehaviour happened barely a few minutes after the start of the meeting when the Congress councillors entered the well to protest on an issue. Three women BJP councillors, including former mayor Rajni Abbi, alleged that Congress councillor Devender Kumar misbehaved with them while shouting slogans.

Taking note of the complaint, Mayor Mira Aggarwal told the municipal commissioner to ask officials to escort Kumar out of the meeting but her order was not implemented.

Later, a BJP delegation led by Mayor Mira Aggarwal met the Lieutenant Governor of Delhi and sought appropriate action against the Congress Councillor and demanded adequate security in the House. The delegation included 20 women councillors of the ruling BJP. Some of the women alleged that Kumar was also carrying a firearm in the House.

In turn, Congress councillor Guddi Devi charged BJP member Ram Kishan Bansiwal with passing a racial comment and "indecent gestures" towards her during the House proceedings. Leader of the House Mahender Nagpal later said the L-G has agreed to post 10 marshals in the corporation meetings in order to maintain law and order situation.
