This was disclosed by city Police Commissioner BK Gupta after an emergency meeting with Delhi Chief Minister Sheila Dikshit to discuss the security of women in the capital.

"We will file the chargesheet within 30 days. We will request the Law Department to constitute a fast track court on the lines of those in Rajasthan for early disposal of the case," Gupta told reporters.

Noting that the early disposal of the case would act as a deterrent, the top cop said that the investigators would argue for maximum punishment for the culprits. "This will also act as a deterrent against committing such heinous crimes."

The meeting came against the backdrop of a series of abduction and gangrape of young women in the past few months, which led to a public outrage and raised questions over safety of women in the country's capital city.

Gupta said the Operation Black Rose, a standard operation procedure to be adopted during emergency situations, will be done every 15 days to check the preparedness of the force.

He also said NGOs will be asked to link themselves to police stations. "We will seek their help in identifying vulnerable areas and colonies in the capital. They can suggest police on measures to avoid such incidents," he said.

Gupta said there will meetings every three months with NGOs. "We will also deploy English-speaking personnel for women's helpline," he added.
