In preparation for the 2012 assembly elections in UP, the party is coming out with a charge-sheet in the form of booklets against Mayawati government on December 28 this year to highlight “institutionalised corruption and mis-governance” in the state.

The move is seen as part of Congress general secretary Rahul Gandhi’s strategy to regain power in Uttar Pradesh after over two decades.

“These will be distributed in all segments of the 403 assembly constituencies,” Congress general secretary in-charge of UP Digvijay Singh said.

Party managers are of the opinion that the 2012 elections in UP would be fought on the planks of UPA’s development programmes and “institutionalised corruption” by the Mayawati government.

However, they believe that caste would not be a major factor. Secularism would continue to be a factor in the polls.

Could price rise and other issues confronting the Centre be deciding factors? “The electorate in UP is very sharp. They know the difference between Lok Sabha and assembly polls.”
