After Diwali, workers and officials of Lutyen's Delhi will be using specialised mobile phones to assess sanitation situation, encroachment on its land and even the state of roads and footpaths in the area. The mobile phones fitted with special software will be used by the staff to record real time pictures that will be monitored from the head office.
Initially, the pilot project will monitor sanitation but considering the scope of the new technology called ORST (Off-site Real-time System Technology), senior New Delhi Municipal Council (NDMC) officials have now agreed to use the technology to monitor encroachments and illegal constructions as well.
The technology developed by an Indian software company at the cost of about Rs40 lakh is installed on a GPS enable mobile phone using which an employee will be able to take a picture of a location and send it directly to NDMC servers with its exact location and time. That ways, say the officials, the employee won't be able to tamper with the ground information and the agency will be able to get real time updates of the ground.
"Because the technology registers time and location of the photos being taken, it will eliminate the need for the officials to personally go to the location to check on the status of garbage removal," a senior NDMC official said, adding, "Initially, 100 mobile phones will be provided to the sanitation supervisors. The numbers will go up once the project is inaugurated."

At fixed times during the day, the supervisors will be asked to click photographs of their sites. Upon observing the progress of the work, which will be discernible on comparing the photographs, the officials back in agency's headquarters will be able to direct their ground staff better. NDMC will be the second civic body to use the technology after the municipality of Hyderabad.
