It has been just a month since the Delhi High Court disbanded panels it appointed to monitor unauthorised construction. And if the petition filed on Friday by NGO Kalyan Sanstha Social Welfare Organisation —whose PIL triggered the demolition drive three years ago — is to be believed, the encroachers are back with a bang.

The high court had disbanded the panels after the Municipal Corporation of Delhi said the mechanism of court commissioners and monitoring committee cannot be “permanent” and assured it will put in place a three-tier system and fix accountability.

The petition filed by the NGO’s lawyer, R.P. Sharma, alleged that the civic agency did not comply with the assurances.

He alleged that massive unauthorised construction was on in Mahavir Enclave near Dwarka and Karolbagh zone.

A Bench has asked the civic agency to reply by December 18.
