A Ph D student at the Indian Institute of Technology, Delhi, was arrested on Sunday for allegedly raping and murdering a 21-year-old girl staying with his neighbour.

He even partially burnt the body to make her death appear an accident.
On Saturday evening, the police discovered the partially burnt body of Ramchanphy Hongray, a Manipuri who’d been visiting her sister in Munirka, South Delhi, for the past month, in the kitchen of her flat.
Intensive questioning of the neighbours led to the arrest of one of them, Pushpam Kumar Sinha a day later.
Sinha, 34 — a B.Tech from the Regional Engineering College, Allahabad, an M Sc from the Indian Institute of Science, Bangalore, working on his doctoral thesis at IIT, Delhi — knew the sisters socially and is alleged to have visited Hongray on Saturday evening and made advances. When she turned him down, he allegedly raped and later strangled her.
“He knew the victim,” said Deputy Commissioner of Police (South) H G S Dhaliwal.
The police said they got suspicious as there was no cylinder blast and the landlord of the house did not hear anything.
