The Delhi High Court on Wednesday issued notices to Municipal Corporation of Delhi (MCD), Delhi Development Authority (DDA) and the Delhi government on the death of two boys who drowned in a ditch in Shakarpur in northwest Delhi.

Taking suo motu (by itself) cognizance of the front-page report of the incident in Wednesday’s Hindustan Times, a bench of Chief Justice Ajit Prakash Shah and Justice S. Muralidhar directed the civic agencies to file their explanations by December 9.
The court also issued a notice to MCD councillor N. Raja at whose alleged behest the pit was dug.
The bodies of Arishit (4) and Arman (8) were found on Tuesday floating in the pit filled with water up to five feet.
The brother of one of the victims spotted the corpses while playing near the ditch. The police said preliminary investigations suggested the boys had drowned.
“No safety precaution was taken by the concerned authority while carrying out digging work,” said N.S. Bundela, DCP (Northwest).
“We suspect one of the boys fell in the pit while playing and the other jumped in to save him.”
