The National Human Rights Commission directed the UP government to pay Rs three lakhs as compensation to the wife of an army personnel killed in a scuffle with police a decade ago.

The National Human Rights Commission (NHRC) on Thursday directed the UP government to pay Rs three lakhs as compensation to the wife of an army personnel killed in a scuffle with police a decade ago.

The case pertains to one Subedar Major Roop Singh, a resident of Badaun who died in 1999 while protesting against the arrest of his nephew Gajender by the local police, who allegedly hit him with a rifle butt on his chest.

Condemning the attack, the Commission observed that the incident reflects the "colonial times" as no FIR was registered in the case despite a magisterial enquiry noting lapses on the part of the police in his report.

"If the police had no intention to hush up the matter, it should had registered a criminal case against the delinquent police officials and appropriate investigation should had been undertaken," the human rights body added, according to the statement in New Delhi.

Had the post-mortem been conducted, the cause of death would have been revealed and hence, "the omission to direct a post-mortem is inexplicable," said the Commission which also took note of the state government's failure to reply to its notice in the matter.
