Although Pakistan had raided some camps in the wake of 26/11 Mumbai attack, a few have reinitiated operations, former Army chief General Deepak Kapoor told the Americans, during a meeting between US National Security Adviser James Jones and Defence Minister AK Antony in June 2009 in Delhi.

Gen Kapoor spoke about "several" incidents of infiltration this year, including that of 40 terrorists in March and they were found possessing significant ammunition and other equipment, according to the details entailed in a classified cable of the meeting released by the Wikileaks.
"Pakistani military's statements regarding the Indian threat on its eastern border are wholly without merit. India did not make any move of a threatening nature toward Pakistan," Kapoor said.
He told Jones "there are 43 terrorist camps in Pakistan".
