The Union Urban Development Ministry's go-ahead to regularise unauthorised colonies has lifted the air of uncertainty over such areas and come as major relief to lakhs of people staying in them.
The Delhi Development Authority (DDA), which comes under the UD ministry, has in a notification authorised the Delhi government to finalise the boundaries of identified colonies having more than 50% built up area on the basis of aerial survey images taken in 2007 instead of 2002 as specified earlier.
But the entire process will take time and residents of eligible colonies will have to follow certain guidelines to apply for regularisation. There are different sets of guidelines for colonies built on private and government land and applicants will have to pay certain charges.
Colonies on government land
Residents whose property falls on government land will have to pay the price of the plot. The Delhi government will collect the money on behalf of the land-owning agency. According to officials, the rate has been fixed as Rs 555 per square metre.
"We hope to come up with a list of regularised colonies in two months. Now that the Centre has come up with a regulation, we will complete the work of fixing the boundaries and regularise them. Other civic works can be done later," said a Delhi government official.

Colonies on private land will not be required to pay the land price but they have to pay developmental charges to the civic agency concerned. The charges will vary according to the facilities present or absent. When the Congress government announced the regularisation of unauthorised colonies ahead of the 2008 Assembly elections, there was no mention of any development charge.
DDA to change land use
The DDA will have to change the land use of areas where these colonies have come up. Though the prescribed procedure takes more than a year, officials said it would not come in the way of regularisation.
Layout and building plansAfter fixing the boundaries, the government will forward the layout plans to the local bodies concerned for approval. Once a colony is regularised, residents who want to renovate or reconstruct the properties will have to get their building plans approved from the civic agencies concerned.
