A bench headed by Justice GS Singhvi directed all States to file their affidavits giving details of steps taken by them to set-up the Commission. The direction comes in wake of recent cases of police excesses in Bihar and Punjab.

The bench passed the order after it was informed that most of the states have so far not fully complied with the court’s directions. “Affidavit be filed by the States and Union Territories indicating steps taken by them for setting up Complaint Authority, details of person to be part of the Authority and details of meeting held after setting up of the Authority,” the court added.

Meanwhile, senior counsel Dushyant Dave appearing for Punjab Government submitted that the incident of police excess by cops in Tarn Taran district could not be defended before the court. Dave said he had personally advised the government to take strict action against those who had beaten up a 22-year-old woman outside a marriage hall on March 3.
