The Cabinet Committee on Security met on Wednesday and rejected demands for a full-fledged army deployment in curfew-bound areas of Kashmir, deciding armed forces would be used only as a ‘deterrent’. Chaired by Prime Minister Manmohan Singh, the CCS also agreed the state’s handling of the situation had been unsatisfactory.
Singh said the government could restart political dialogue only in an atmosphere of peace.
The panel agreed with Defence Minister A. K. Antony view of not putting the army in direct confrontation with the people.
A senior member complained about state police inaction and said some heads should roll for mishandling the situation.
The CCS is expected to meet again on Thursday to hear Home Secretary G.K. Pillai who was sent to Srinagar to review the ground situation.
