The Centre was seized of "the matter with respect to the formation of a committee /mechanism to look into all the issues… of all the regions in Andhra Pradesh. The terms of reference are under preparation and not yet finalised", Law Minister Veerappa Moily said on Sunday.

The statement has raised doubts if the panel, to be announced on Monday, would be deferred till the
terms of reference are finalised.

Moily, also Congress in-charge of Andhra, warned party leaders who have been pushing for the separate state of stern action if they didn’t withdraw from the Joint Action Committee that has been spearheading the agitation.
