Two men, including a government employee who posed as a senior IAS officer, were arrested on Tuesday by the economic offences wing (EOW) of Delhi Police for allegedly submitting fake bank guarantees and audit reports to bag government contracts from Assam Rifles.

Shambhu Prasad Singh, who impersonated a senior IAS officer, and Shyam Sunder Bhatter, an engineer, were arrested following investigations into a complaint filed by Syndicate Bank, said Sandeep Goel, joint CP (EOW).
"The bank had filed a complaint against two companies, run by the arrested persons, which were in the business of supplying pre-fabricated shelters to Assam Rifles and other paramilitary forces," Goel said.
In June 2011, Directorate General of Assam Rifles, Shillong, requested the bank for authenticating five bank guarantees amounting to Rs 38.83 lakh given by the two alleged companies for procuring the business.
On verification, the bank found out that all the bank guarantees were fake. Apart from that, the financial statements and audit reports submitted by these companies in the tender document were also fabricated.
Both the accused are from Kolkata and knew each other.
