Australia played their first practice match against Sri Lanka at The Oval on Friday where Maxwell was out for a duck.
However, Aaron Finch scored a brilliant century to see them home with two wickets and balls each to spare.
The management decided to rest Maxwell for the Pakistan game, played at Edgbaston in Birmingham, after suffering the injury against Sri Lanka, reported cricket.com.au.
Australia open their campaign against New Zealand in a Group A encounter in Birmingham on Friday.
Though the 28-year-old will be going into the tournament without having a knock in English batting conditions, he arrived in Britain after doing well for Kings XI Punjab in the Indian Premier League (IPL).
