Nitish Kumar submitted his resignation as the chief minister of the National Democratic Alliance (NDA) in Bihar and submitted a support letter of 160 lawmakers to stake the claim to form the government as part of the Rashtriya Janata Dal (RJD)-led grouping.

“I have resigned... The decision to leave NDA was party decision,” Kumar said after meeting governor Phagu Chauhan.

Kumar submitted his resignation after deliberations with his lawmakers. The deliberations were among a series of meetings held in Bihar on Tuesday as RJD, Congress, and the Left parties said they were ready to join forces with Kumar if he parts ways with Bharatiya Janata Party (BJP).

The BJP has 77 lawmakers and JD (U) 45 in the 243-member Bihar assembly. The RJD-led opposition has 112 members and is just 10 seats short of the majority mark in the House. JD (U) contested the 2015 assembly election as part of the Grand Alliance with the RJD and Congress before it left the coalition in 2017 and formed a government with the BJP.

Congress leader Shakil Ahmed Khan earlier in the day said an RJD-JD (U) government in Bihar will be formed. “...We always wanted a government, which is pro-people and upholds values of justice and secularism,” Khan said. He said Kumar will remain the chief minister.

People aware of the matter said RJD is likely to get 15 ministries, including home, as it did post-2015 elections. Opposition leader Tejashwi Prasad was expected to be named Kumar’s deputy and the home minister. RJD is set to propose Bihari Choudhary as the Speaker.

Communist Party of India (Marxist–Leninist) Liberation, a constituent of the Grand Alliance, was yet decided on joining the government. The party’s politburo meeting was scheduled to be held at 5pm to discuss the matter.
