Just hours before Lok Sabha voted against the amendments in the women's reservation law in the Lower House, PM Narendra Modi reached out to all Members of Parliament, appealing to them to vote for 'women power of the country'.
NDA floor leaders will meet after voting in the Lok Sabha on the 3 key bills introduced on Thursday in Parliament, including the women's reservation and delimitation bills. DMK MP Kanimozhi Karunanidhi said that the opposition wants clarity from home minister Amit Shah on the calculations he provided on Thursday on how many seats will be increased in the Southern states. Shah had said that 50 per cent of the seats will be increased across states in India.
The decision on three key bills, including increasing the women’s quota in Parliament and expanding the number of seats, will be taken today at 4 pm in the Lok Sabha, but only after several more hours of debate.
The three bills tabled in Parliament on Thursday by law minister Arjun Ram Meghwal are the Constitution (131st Amendment) Bill, 2026; the Union Territories Laws (Amendment) Bill, 2026; and the Delimitation Bill, 2026. These bills propose to increase the size of the Lok Sabha, enable delimitation based on the 2011 Census, and allow reservation for women to be implemented based on this delimitation. The Union Territories Laws Bill provides for similar provisions for Puducherry, Delhi, and Jammu & Kashmir.

The Lok Sabha held a marathon 12-hour session to discuss amendments to the women’s reservation bill, including removing the requirement to implement the law only after a fresh census is conducted. As per the final division, 251 members voted in favour and 185 against, out of a total of 333 votes. With this majority, all three bills, including the Constitution (One Hundred and Thirty-First Amendment) Bill, 2026, and the Delimitation Bill, 2026, were introduced in the Lok Sabha.
Why Southern states refusing to accept bill?
It has also been alleged by several DMK and Congress MPs that southern states will be disproportionately impacted if the bill is passed in its current form. Leaders such as Manickam Tagore and A Raja have argued that states like Telangana, Tamil Nadu, and Kerala may not see a proportional increase in seats compared to northern states.
Union home minister Amit Shah sought to allay concerns raised by opposition members about southern states losing influence due to the increase in seats. He said that while there would be around a 50% increase in seats, the relative share of southern states in the total would also rise.
12-hour debate
The Centre and the opposition debated the bills throughout the day, with Prime Minister Narendra Modi appealing to opposition parties to support them, saying that opposing the bills would only give him political mileage.

The Congress said the bill is against the integrity of the country, while AIMIM chief Asaduddin Owaisi strongly opposed the introduction of the Women’s Reservation Bill and the Delimitation Bill. He said that if these bills become law, “the opposition’s voice will be reduced to nothing in this House.”
Samajwadi Party chief Akhilesh Yadav also criticised the BJP-led government, alleging that it is delaying a caste-based census because conducting it would require releasing the data and implementing caste-based reservations for backward communities.
“Samajwadi Party is in favour of the Women’s Reservation Bill. We have always worked towards women’s empowerment. But the Bharatiya Janata Party is trying to turn women into a slogan. The BJP must answer: out of the 21 states it governs, how many have women chief ministers? Even your Delhi CM does not have full powers; she is a ‘half Chief Minister’. Why is there such a hurry?” he asked.

Union home minister Amit Shah on Friday blamed the opposition for the failure of the constitutional amendment to the women's quota in legislatures law, calling it an “insult to the Nari Shakti”.
Shah said that the Congress and its allies blocked the passage of the essential constitutional amendment for the law granting 33 per cent reservation for women in legislatures and termed it “beyond imagination and reprehensible”.
“Today, a very strange scene unfolded in the Lok Sabha. The Congress, TMC, DMK, and Samajwadi Party did not allow the passage of the essential Constitution Amendment Bill for the Nari Shakti Vandan Adhiniyam. Rejecting the bill that would grant 33% reservation to women, celebrating it, and raising victory cries over it is truly reprehensible and beyond imagination,” Shah wrote on X.
“Now, the women of the country will not get the 33% reservation in the Lok Sabha and state assemblies, which was their right. The Congress and its allies have done this not for the first time, but repeatedly. Their mindset is neither in the interest of women nor of the country,” he added.
Amit Shah called it an “insult to Nari Shakti” and warned the opposition that it will not stop here but “travel far and wide.”
“The opposition will have to face the 'wrath of women' not only in the 2029 Lok Sabha elections, but at every level, in every election, and at every place,” he said.

Meanwhile, Lok Sabha is continuing its discussion and vote on the passage of the Constitution (One Hundred and Thirty-First Amendment) Bill, 2026, which provides 33 per cent reservation to women in Parliament and State Assemblies, along with the Union Territories Laws (Amendment) bill, 2026 extending it to Delhi and Jammu and Kashmir, and the Delimitation Bill, which is set to increase and redraw Lok Sabha constituencies, increasing them to 850.

Bengal Chief Minister Mamata Banerjee on Friday alleged the BJP-led NDA government at the Centre was using the proposed amendment to the women's quota law in Parliament as a front for the Delimitation Bill that would "break the country into pieces".

The Constitution (131st Amendment) Bill to tweak the women's quota law, along with the Delimitation Bill and the Union Territories Laws (Amendment) Bill, to implement the proposed amended women's quota law in the Union territories of Delhi, Puducherry and Jammu and Kashmir, were introduced in the Lok Sabha on Thursday.
According to the Constitution amendment bill, Lok Sabha seats will be increased to a maximum of 850 from the current 543 to "operationalise" the women's reservation law before the 2029 parliamentary polls, following a delimitation exercise based on the 2011 Census. Seats will also be increased in state and Union territory assemblies to accommodate 33 per cent reservation for women.
Opposing the Centre's move, Banerjee alleged that "the BJP brought the Delimitation Bill while keeping the women's reservation bill at the front".
"The BJP is trying to increase the number of seats in the Lok Sabha to nearly 850 through the Delimitation Bill. It will break the country into pieces," the TMC supremo said.
Accusing the NDA government at the Centre of resorting to "illegality" in introducing the bills, Banerjee said, "As a former MP, I know that without a two-thirds majority, a Constitution Amendment bill cannot be passed."
The TMC chief informed the gathering at the Cooch Behar rally that she has been informed by her MPs that an attempt was being made to pass the Bills with a simple majority.
Maintaining that her party already has 37 per cent women MPs, she asked the BJP to emulate this and ensure its women candidates win this state assembly election.
