Under this system, users can share identity details through QR codes or digitally signed documents. The entities can verify credentials through a “show, share, and verify” mechanism, without requiring real-time connectivity to UIDAI’s database.

This follows regulatory and technological changes introduced on January 28, with the launch of a new Aadhaar app to facilitate offline verification through OVSEs. This occurred after amendments to the Aadhaar (Authentication and Offline Verification) Regulations notified in December 2025, established a formal framework for entities seeking to conduct offline Aadhaar verification.
